The Knesset today passed the first reading of an amendment to the Israeli penal code which would make any damage to Israeli property abroad or injury to Israeli citizens punishable under Israeli law. The measure is directed against terrorist attacks on Israeli premises in foreign countries and aerial hijackings. It was first proposed three years ago when an El Al airliner was hijacked to Algeria by Palestinian terrorists.
