Shimon Peres, general secretary of the Rafi Party in Israel, arrived in West Germany today as a special emissary of Prime Minister Levi Eshkol. and is scheduled to confer with Chancellor Kurt Kiesinger and other Cabinet members, including former Defense Minister Franz Joseph Strauss.
Mr. Peres is here on the first leg of a tour of European capitals, during which he will explain to West European statesmen and other leaders Israel’s position, resulting from the war with the Arab states.
Zeev Hering, leader of a delegation representing Histadrut. Israel’s federation of labor, also arrived here today. He said he hoped the visit would open a new chapter in the relations between Israeli and West German labor. “We have common aims and interests,” Mr. Hering said. “The German trade unions are known as the leading force against the rebirth of Nazism.” He expressed the hope that a German labor delegation might visit Israel soon as guests of Histadrut.
At a press conference here today, Mr. Peres said that Finance Minister Franz Joseph Straus, with whom he met, showed “complete understanding of Israel’s problems.”
