With the Jewish statute being discussed by Government services and expected to be promulgated shortly, today’s extensive message by Marshal Henri Philippe Petain, Chief of State, which will be published in tomorrow’s Journal Official, and which lays down the fundamental principles of the future French State, is completely silent about the Jews.

The message states that all Frenchmen, whatever their social origin, will be given an equal “chance to serve France” and also stresses that the new French regime will not be “a servile imitation of some foreign regimes.”
