The Palestine Jewish Colonization Association (PICA), which was financed by the late Baron Edmund de Rothschild, has inaugurated a program of founding new colonies and strengthening its more than 20 existing settlements. Yesterday a new communal settlement, Kvutzat Maayan, was founded by 70 members of the German Maccabi Hatzair, Zionist youth organization, on 860 dunams of land near Zichron Jacob, strategically situated for security on the Tel Aviv-Haifa road. The PICA, whose colonies cover approximately 45,000 acres, is the largest Jewish land-owner in Palestine.
