A detailed plan of the proposed Jewish World Relief Fund, for the creation of which the present Conference in Carlsbad was called, was submitted to-day to the gereral committee of the conference by Mr. Effroykin.
According to that plan, the Jewish World Relief Corference is to create a fund and a bank which is to be entrusted with the relief work of an inter-territorial character. The main work of
this fund is at present being concentrated in Russia; this fund will also be utilized for the relief in countries where the emergency arises and where the local Jewish populace is unable to take care of it. The Unions of Jewish communities in various countries, large Jewish communities and central relief organizations, are to be members and contributors of the proposed fund. They are to remain autonomous in their local work but will have to allot a certain percentage of their income toward the general Jewish Relief Fund. The committee has accepted in principle this plan.
