Secretary of State Henry A. Kissinger’s suggestion that, “all parties” meet in a round-table conference to try to solve the problems of Lebanon does not include the Palestine Liberation Organization, the State Department said today.
Responding to questions from the Jewish Telegraphic Agency for clarification of the Secretary’s idea yesterday in a news conference at The Hague, State Department spokesman Frederick Brown said “all parties” referred to the Lebanese and that “the Palestinians” were not included among them.
Brown, however, refused to respond specifically to whether the Department continues to regard the PLO as “a terrorist organization,” saying that the U.S. record of its views about the PLO has been presented.
