Poland Expected to Raise Emigration Question in League Assembly

THE QUESTION OF HOW TO OBTAIN EMIGRATION OUTLETS IS EXPECTED TO BE RAISED BY POLAND AT THE PRESENT SESSION OF THE LEAGUE OF NATIONS ASSEMBLY IN ACCORDANCE WITH THE ASSEMBLY’S RESOLUTION LAST OCTOBER PLACING THE PROBLEM ON THE AGENDA.

A MEMORANDUM ON THE EMIGRATION SITUATION HAS BEEN CIRCULATED TO ALL LEAGUE MEMBERS BY THE INTERNATIONAL LABOR OFFICE, WHICH URGED THE COUNTRIES CONCERNED TO STUDY THE EMIGRATION QUESTION AND STATES THE I.L.O. HAS COMMENCED PREPARATORY WORK WITH A VIEW TO FINDING A CONCRETE SOLUTION IN ACCORDANCE WITH THE REQUEST OF A LABOR CONFERENCE OF AMERICAN STATES HELD AT SANTIAGO DE CHILE IN JANUARY, 1936.

“THE ATMOSPHERE IS MORE FAVORABLE FOR RESUMPTION OF MIGRATION MOVEMENTS THAN IT WAS A FEW YEARS AGO,” THE MEMORANDUM SAYS. “HOWEVER, SO FAR LITTLE PRACTICAL ACTION HAS BEEN TAKEN IN THIS DIRECTION. RESTRICTIVE MEASURES INTRODUCED BEFORE AND DURING THE DEPRESSION HAVE SCARCELY BEEN MODERATED AND THE NUMBER OF EMIGRANTS IS STILL EXTREMELY SMALL COMPARED WITH FORMER TIMES.”
