Polish Ambassador Count Jerzy Potocki today delivered to Acting Secretary of State Sumner Welles a note from the Polish Government in exile protesting the inclusion of the Wilno district within the Soviet Union following the Russian absorption of Lithuania. Welles said he would answer the note in due course.
The Wilno district was ceded to Lithuania by Moscow after Russian forces had occupied it last year. The Russians contended that the area had been seized by Poland from Lithuania in 1920.
