This city with a 4 percent Jewish population got its first Jewish mayor in more than half a century yesterday when City Commissioner Neil Goldschmidt won the non-partisan post with 57 percent of the vote. Goldschmidt, a 31-year-old lawyer, took a generally liberal point of view in defeating a sexagenarian independent. The incumbent did not seek reelection. The Middle East, Vietnam and busing were not issues in the campaign. Goldschmidt, who was born in Eugene, was the president of Aleph Zadek Aleph there, and is a member of Portland Lodge 65 of B’nai B’rith.
