Reports leaked out today from government circles that the establishment of four new settlements on the Golan Heights was being contemplated. The issue it is understood, came up at the Cabinet meeting, but no full discussion was held and no decision taken. Tourism Minister Moshe Kol of the Independent Liberal Party, usually a dove, favored the four settlements, and it was understood that he raised the issue in the Cabinet. He is said to have argued that a decision on the settlements would be the appropriate reaction to the Ramat Magshimim attack.
