The State Department has begun conferences with representatives of the British, French, Brazilian, Argentinan and Netherlands embassies as a preliminary to the meeting of officers of the Intergovernmental Committee on Refugees here Oct. 16 and 17. An agenda is being perfected under which the first problem to be considered by the committee will be that of diagnosing the magnitude of the whole European refugee situation.
