Premier Menachem Begin has named Dov Shilansky, Deputy Minister in the Premier’s office, to head the fight against emigration. One of the first appointments Shilansky made is Shmuel Lahis, former director general of the Jewish Agency who resigned from the job last February after a storm erupted over his report that 300,000-500,000 Israelis live in the U.S. “We see this as an important first step in coordinating the fight against emigration,” Lahis said, “but the appointment is only a first step, and must be followed by the implementation of a program.”
