The first meeting of the preparatory commission of the International Refugee Organization was opened here today by Sir Rafael Cilento, chief of the refugee section of the United Nations.
In his opening address Sir Rafael recalled the General Assembly’s resolution urging member nations to receive their fair share of the refugees as immigrants. He stressed the difficulties facing the organization pending ratification of the I.R.O. constitution by more nations.
The purpose of the commission meeting is to appoint officers of the I.R.O., establish a basis for the organization, lay down its program and make provision for finances. Morria Pope, of Canada, was elected chairman of the commission.
