The delegation to the Sept. 27 ceremony in Ukraine is headed by Education Secretary Margaret Spellings and includes Gregg Rickman, the State Department’s special envoy on anti-Semitism, and Fred Zeidman, chairman of the U.S. Holocaust Memorial Council.
