President Bush extended for another six months a waiver that allows the Palestine Liberation Organization to maintain an office in Washington. Bush and his predecessors have extended such waivers dating back to the mid-1990s, at the outset of the Oslo peace process. Recent congressional action has sought to limit Bush’s ability to waive laws dating back to the 1980s that ban such a presence.
