President Carter sent a letter of congratulations to Premier Menachem Begin Wednesday over the exchange Tuesday of treaty ratification documents between Israel and Egypt. Begin responded with a letter to Carter informing the President that he has proposed him as recipient of the 1979 Nobel Peace Prize for his role in achieving the Israeli-Egyptian peace treaty. Begin said that in a letter he wrote to Norway’s Parliament proposing the prize to Carter, he stated that he was convinced that there is no man in the world more deserving of it than the American President.
