President Clinton backed down from comments he made during a July 1 news conference supporting the right of Palestinian refugees to return to Israel. Responding in a July 5 letter to the Conference of Presidents of Major American Jewish Organizations, Clinton said, “Let me assure you that there has been no change in U.S. policy on this matter,” adding that the “issue of Palestinian refugees must be dealt with and resolved by the parties themselves.”
