President Clinton called on a joint session of the U.S. Congress to provide funding to implement the Wye agreement. The aid would “protect Israel’s security, stimulate the Palestinian economy and support our friends in Jordan,” Clinton said during his State of the Union address. “We must not, we dare not, let them down.”
