President Clinton is considering ways to establish formal ties with the Palestinian Authority. During more than an hour of White House discussions with Yasser Arafat on Tuesday, Clinton and the Palestinian leader “talked at some length about the arrangements that will exist when the United States can engage formally with the Palestinian Authority,” said White House spokesman Mike McCurry.
