President Clinton will host Israeli Prime Minister Benjamin Netanyahu and Palestinian leader Yasser Arafat at a Washington summit beginning Oct. 15, U.S. Secretary of State Madeleine Albright announced. Arafat and Netanyahu made “significant and substantial progress” on a host of issues, Albright told reporters after meeting with the two leaders for more than three hours at the Erez Crossing between Israel and the Gaza Strip. The summit will be held at the Wye Plantation, a conference site on the eastern shore of Maryland, according to White House press secretary Joe Lockhart.
