President Eisenhower will announce soon the appointment of retired Lt. Gen. Joseph M. Swing as Commissioner of Immigration and Naturalization, a position which includes responsibility for administering the McCarran-Walter Act. The intended appointment was revealed today by White House sources. Gen. Swing will succeed Argyle R. Mackey who became commissioner in 1951.
