President Francois Mitterrand of France will meet with Palestinian leaders on the West Bank when he visits Israel next week, the East Jerusalem Arabic daily El Kuds reported Monday. The paper said the French Consulate in East Jerusalem was arranging the meetings. The French Consul General met with Mayor Bassam Shaka of Nablus for that purpose yesterday, El Kuds said. According to the report, West Bank institutions were preparing a memorandum on the treatment of the local population by the Israeli authorities, to be submitted to Mitterrand.
