President Johnson has named Rabbi Jacob Philip Rudin of Great Neck, N.Y., president of the Synagogue Council of America, to a 20-man commission that will observe the campaign and elections in South Vietnam, it was announced today. The group, which includes governors, mayors, businessmen and civic and labor leaders, will leave Monday and return September 6, three days after the South Vietnamese election of a President and Vice-President.
