Roger Garreau, president of the U.N. Trusteeship Council who was expected to arrive here today from Rome by air, was not among the passengers who landed at Lydda on an Italian plane. Unconfirmed rumors said that he had flown instead to Lake Success to resign from the presidency of the Trusteeship Council, in view of the fact that the plan to place Jerusalem under U.N. trusteeship is now considered doomed.
Diplomatic circles here believe that M. Garreau has realized that the plan to internationalize Jerusalem cannot be implemented now that the Soviet Government has reversed its policy with regard to the status of the city and because the Old City of Jerusalem has been annexed by Transjordan together with other areas of Arab Palestine.
