President Heinrich Luebke formally opened Brotherhood Week in ceremonies at Cologne yesterday with a call to the German people to become “aware of their responsibility toward the Jewish people” and an appeal to the Jews to put their faith in West Germany’s democracy and good intentions.
In a message prepared for the occasion, former President Theodor Heuss declared that “it is not enough to speak friendly words, but time to act in the spirit of true tolerance. ” Ernst Lemmer, Minister for All-German Affairs, in another message, expressed the hope that Brotherhood Week would make the German people conscious of “how much they have failed” toward the Jews.
