An American source at the United Nations denied today that the United States was involved in negotiations here on the situation of the Arab refugees. However, the source said that procedural discussions had been taking place to see if a basis could be found for improvement of the refugee situation in the Middle East, either formally through the General Assembly or informally through Secretary General Dag Hammarskjold.
It was stressed that these talks were not in the form of negotiations because no formal plan had been proposed. But, the American source emphasized, it is well known that the United States considers the refugee situation the Number One obstacle to peace in the region
