Procedure for Making Payments for Shanghai Landing Permits

A memorandum detailing the procedure for making payments for landing permits in Shanghai was made public today by the Joint Distribution Committee. It follows:

1. Payments for landing permits must be made through the Chase National Bank, New York to the Chase Bank, Sanghai for credit of “Speelman.” “Speelman” is the code name for the Committee for the Assistance of European Jewish Refugees in Shanghai. Payments addressed to “Speelman” are automatically credited to the Committee Emigration Deposit Account. Remittances sent through the Chase Bank should read “Speelman US$400 account (name and address in Germany of proposed immigrant).” Unless sent in this manner considerable confusion will result for the Shanghai committee and unnecessary delay for the emigrant.

It should be emphasized that moneys transmitted for landing permits, in accordance with the above instructions, are not sent finally to Germany but are handed to the respective refugees personally on their arrival in Shanghai.
