Prof. Raphael Lemkin, the "father" of the United Nations genocide convention, appealed to the U.N. to revise the wording of a proposed article of the Human Rights covenant so that the latter does not "swallow up" the ban on genocide.
Dr. Lemkin insists that Article III of the proposed international covenant on political and civil rights, which will be considered by the Human Rights Commission tomorrow, will supplant the genocide convention with provisions for protection of life. He feels that the provisions of this article can be interpreted not only to protect individual life, but also as dealing with mass murder, and that the effect of the genocide convention would be nullified with two U.N. statutes on the books.
