Prof. Mel Ravitz, of Wayne State University was reelected Tuesday to the Detroit City Council with the highest vote of any candidate and will become President of the Council in January. Another Democrat and liberal leader, Carl M. Levin, running for office for the first time, came in third among the 18 candidates for the nine Council seats. He is the brother of State Senator Sander Levin, Democratic minority leader in the State Legislature.
In the nonpartisan mayoralty contest in which Wayne County Sheriff Roman Gribbs defeated Richard Austin, a Negro, Jewish voters were in both camps with a large liberal Jewish element supporting Mr. Austin.
