Proportional Equality Would Mean Halt to Immigration of Jews, Says Hopkin Morris

Pointing out that “proportional equality means that not another Jewish immigrant can be admitted to Palestine,” Hopkin Morris, Liberal member of the Inquiry Commission, is quoted in the Sheffield “Independent” as suggesting too that “Prime Minister MacDonald’s statement means that for the first time the Balfour Declaration will be interpreted equally between Arab and Jew.” Mr. Morris expresses his happiness over MacDonald’s statement, and continues: “But it is one thing to profess equal treatment and another to practice it.

“It is impossible,” he says, “for instance, to secure equality in population until Palestine has been properly irrigated. Proportional equality means that not another Jewish immigrant can be admitted. Equality in standards of immigration is also difficult to obtain.”
