Proposals for Safeguarding Stateless Persons Submitted to U.N. by World Jewish Congress

A sories of proposals for the protection of refugees and stateless persons and the elimination of statelessness has been submitted by the World Jewish Congress to the United Nations, it was announced here today.

The proposals provide that the U.N. Ad Hoc Committee on Statelessness draft a convention which would establish two categories of refugees and stateless persons: those permanently established in the country of their residence; and, those living there temporarily. The first category would receive all rights as citizens, while a special status would be established for the second category. A stateless person who has resided for a certain period in the country of his reception would be granted the right of naturalization, according to the W.J.C. proposals.
