In an address defining the position of the Jew in the world today, Rabbi Leon Fram of Temple Beth El declared himself in favor of a World Jewish Congress, calling the movement a logical step in the right direction. Rabbi Fram, in the course of his address, stated in advocating the Congress idea:
“With facts we can rouse the conscience of the world against its subconscience. In many cases, especially in Eastern Europe, the disabilities imposed upon the Jews constitute violations of international treaties. Only then, by appealing to public opinion on an international scale can the Jew fight his battle for economic existence in Europe. The facts of Jewish self-defense must be presented not by competing duplicating Jewish organizations, not by a different Jewish organization in every country—they must be presented by the united authentic voice of world Jewry. Thus only will responsible public opinion be able to combat irresponsible agitation.”
