Dr. Leo M. Franklin, Rabbi Emeritus of Temple Beth El here, who has served as a rabbi in this city for nearly 50 years, has submitted his resignation to the American Council for Judaism. In a letter to Council president Lessing J. Rosenwald he stated that the croup’s policy has been “negative and at times even destructive.”
