The Soviet authorities are placing additional stumbling blocks in the path of Jews who wish to emigrate, Jewish Agency Chairman Pinhas Sapir said here this week. He said there is a whole series of payments, none of them massive, but together amounting to a fair sum, which a person wishing to leave must pay before he can get out.
These, he told a meeting of the presidium of the Zionist General Council, include payments for passports, visas, taxes and other payments which have been raised recently according to information reaching him. The hikes make it harder for Jews to leave, Sapir said.
