Funeral arrangements were being made today for Ralph E. Samuel, banker and philanthropist, who died suddenly in Israel on Monday while on vacation. He was 75. A prominent figure in Jewish life here for a half-century, Mr. Samuel was president of the New York Federation of Jewish Philanthropies from 1949 to 1951 after having given nearly 30 years of service to that agency.
