It was learned today that the High Commissioner for Refugees has under consideration a detailed plan for the redistribution of refugees throughout Lithuania.
According to the plan only refugees supported by relatives or friends abroad and waiting for papers enabling them to re-emigrate will be allowed to reside in the bigger provincial towns. In addition, refugees supported by Lithuanians may be allowed to reside there if provision can be made for their accommodation. Refugees supported by Lithuanian relief organizations must reside in smaller townships and villages only.
When the redistribution scheme is carried out, work will be provided for the refugees. It will not be forced labor and will be paid for partly out of Government funds for public works and partly out of other sources. Forced labor will be imposed only upon refugees found contravening the laws or regulations governing their presence in Lithuania.
To aid the authorities in dealing with the refugee problem, a conference of all refugee relief committees set up a coordinating committee headed by Dr. J. Robinson. The conference authorized the committee to submit to the High Commissar views and suggestions of private relief organizations.
