An effort to change the Constitution of the German Reich for the purpose of creating the possibility of enacting anti-Semitic legislation is now being made by the German anti-Semitic parties.
According to the German Constitution a referendum on a proposed change to the Constitution is permitted when ten percent of the population demand it. Mass petitions are, therefore, being circulated throughout Germany demanding such a referendum.
The changes desired by the petitioners are that the Jews of Germany be deprived of their citizenship rights, and put in the status of aliens, and that the foreign Jews be expelled from Germany and their property be confiscated.
The status of alien or “fremdenrecht” would place the Jews of Germany in the same situation in which the mediaevel rulers of Europe kept them before their emancipation-exacting from them special taxes and giving them no rights.
