Plans and preparations for the conduct of next year’s United Palestine Appeal for $7,500,000 were worked out at a conference held by the regional directors and executives of the Appeal, according to a report by Emanuel Neumann.
The general attitude assumed by the conference was that the United Palestine Appeal this year has been in the nature of an experiment, the success of which justified its continuation and expansion. For the sake of greater campaign effectiveness, it was agreed to reconstruct the organization so that it might extend its plans for greater activity.
After discussing the ways and means of carrying on the collection work of this year’s campaign, the conference took up plans for next year.
With regard to organization, the conference agreed to recommend that the regional and local United Palestine Appeal be governed by a Board of Directors composed of forty of the representatives of the various constituent organizations in the following proportions: Zionist Organization of America, 10; Keren Hayesod, 10; Jewish National Fund, 6; Hadassah, 5; Mizrachi, 3; Hebrew University. 2; at large, 4. The directors agreed that the local bodies should be set up in the same proportion. though not necessarily in the same numbers.
The conference made decisions in regard to the expansion of the educational and publicity work for future campaigns. Since more intensified campaigns will be essential in the future, an enlarged service, it was agreed, should be instituted along the lines of publicity and propaganda, oral and written, including radio, motion pictures, pageants, and campaign literature.
Conferences of the regional directors of the United Palestine Appeal will be held twice a year, it was decided.

Goldberg, representing Connecticut and Rhode Island; David Hirsch, representing Chicago; I. J. Williams, representing Western Pennsylvania; A. C. Lappin, representing Michigan; and Robert Silverman, representing the New England region.
