The German regulations for implementing the German-Israel reparations agreement which were approved by the mixed Israel-German commission have been made public here. Governing the procedures, principles, methods of payment and placement of orders by the Israeli purchasing mission, the regulations provide:
1. Under normal circumstances, the Israeli mission will place orders directly with the German manufacturers, without using the services of middlemen.
2. Goods of Non-German origin may be purchased only upon the approval of the mixed commission. This is of great importance, because of the considerable role played by Non-German goods within the framework of the treaty as is apparent from the fact that Israel has already received $35,000,000 worth of petroleum products from British Commonwealth nations for which Germany will pay from its sterling balances.
3. Before any orders are placed by the mission it must be approved by the German “Federal Bureau of Trade.” The bureau, which has its office in Frankfurt, will shortly open a branch in Cologne to expedite the processing of Israeli orders.
