The Lester report, it was learned today, requests definite assurance from Germany that the Jews would be accorded better treatment.

The essence of the report, it was learned, calls on Germany not only to assure the League regarding the reinstatement of Jews in their civil and political rights in Upper Silesia, but further, to reopen to the Council, at its September session, how this reinstatement has been carried out and how it is functioning.

The report urges establishment of all Jewish rights in Upper Silesia, reinstatement of dismissed Jews and reimbursement of sufferers.

BERLIN SHIES AT DEMANDS

The presence of these requirements in Mr. Lester’s report explain the unwillingness of the German Government to accept it, for its result would be to nail Berlin down to definite commitments concerning the Jewish population.

In view of Mr. Lester’s firm stand for an open and clear-cut debate and his unwillingness to compromise on this point with Germany, the deadlock resulting this morning at the closed session was solved by postponing delivery of the Lester report until Monday. By so doing, further time is gained for negotiations.

“Independently of race rights, Saar officials are to be safeguarded,” is the notice given at today’s session of the Council to the German Government as a result of the memorandum to the League from the administration of the Saar region concerning the fate of Saar officials after the plebiscite there The German delegation declared it was ready to meet the League’s wishes in the matter although, on the face of it, the question is an internal one which does not justify outside intervention.

The Saar memorandum pointed out that German employees of the League are jeopardized by the stand and policies of the Nazi regime and requested protection for them. Of these employees many are Jews.
