Reich Promises Ban on New Excesses As Rublee Talks Are Resumed

The negotiations on Jewish emigration from Germany were resumed here this morning at the point where they were broken off following dismissal of Dr. Hjalmar Schacht last week as president of the Reichsbank.

Two hours after their arrival in Berlin, Director George Rublee of the Intergovernmental Refugee Bureau and his aides, Robert T. Pell and Joseph Cotton, conferred with Dr. Helmut Wohlthat of the Economics Ministry, who reported that he demanded only minor alterations of the memorandum that had been prepared but never delivered to Dr. Schacht.

Unusually reliable sources declared that Dr. Wohlthat had given assurances to Mr. Rublee that events similar to the Nov. 10 excesses would not be repeated. It is possible that these assurances will be incorporated in the concrete proposals which Mr. Rublee will take with him from Berlin.

The changes in the memorandum, defining the Reich’s position on Jewish emigration and indicating how far Germany is prepared to cooperate, are being made tonight. The altered document will be presented to Dr. Wohlthat at a second conference Thursday afternoon.

It is possible that Mr. Rublee will again see Field Marshal Hermann Goering before leaving the city. Sources close to Mr. Rublee indicated that if things went smoothly, the Evian mission would not have to remain in Berlin for more than two or three days, but they point out that an approved precis of the German position will only represent the first step since no plan can be put into operation without approval of the Intergovernmental Committee.
