The relationship between the State of Israel and the World Zionist Organization will be the main subject of discussion at the next Zionist Congress scheduled to be held in Jerusalem beginning August 14, Dr. Israel Goldstein, chairman of the World Confederation of General Zionists, said yesterday in an address here before a conference of the Southern Califormia Region of the Zionist Organization of America.

“Politically the state of Israel is, of course, sovereign,” Dr. Goldstein, a member of the Jewish Agency executive, declared. “Economically, however, it will continue to be for years dependent upon the help of Jewish people throughout the world,” particularly upon the Jews of America. Speaking of the role of the World Zionist Organization in relation to Israel’s development, Dr. Goldstein said that “it should be the instrument for mobilizing moral and material support for Israel, the support of non-Zionists as well as Zionists.”
