Political circles said here today that Dr. Rolf Pauls, West Germany’s former Ambassador to Israel, will probably be appointed Ambassador to the United States in the spring of 1969. While the Foreign Ministry has declined to confirm the report, political sources said that Dr. Paul’s performance as Ambassador to Israel made him a likely choice to succeed Ambassador Karl Heinrich Knapstein who will conclude his term in Washington next spring.
