Press reports that a “hard dialogue” was presently going in between the United States and Israel were confirmed today by Foreign Ministry sources. They said however that the dialogue did not involve any basic change of U.S. policy which is that a Mideast peace settlement can be implemented only after agreement is reached on all issues between the concerned parties. The reports appeared in Israel’s two evening newspapers, Maariv and Yediot Achronot, which referred to a recent conversation between Israel’s Ambassador to the United States. Yitzhak Rabin, and Undersecretary of State Elliot Richardson.
