The Evening Standard reported from Rome today that Premier Mussolini would propose to Prime Minister Neville Chamberlain, during their meeting this week, a comprehensive solution of the Jewish refugee and “surplus population” problem by creation of a Jewish State in Harar, Ethiopia, in exchange for French cession of Zeila, in British Somaland. The Jewish State would be independent and neutral, the dispatch said.
