A new Order in Council of the British Government continuing the existing practice of reserving the Kenya Highlands for settlement of Jewish refugees today drew an announcement from the executive of the East African Indian Congress that it planned to resist application of the measure. At Hartal, a day of mourning has been fixed for March 1, when the order formally goes into force, and street processions are being organized.
The order establishes an all-European advisory board which the Governor of Kenya is obliged to consult regarding disposal of land. Keen disappointment was expressed by Indians at the preference which the order gives even to the non-British subjects of “European race” over the natives.” A second Order in Council published by the Government secures the natives’ lands and vests them in a trust board.
