Dr. Ernest Hebeda, director of the Bavarian Restitution Office, today told the Bavarian Parliament that the Office has agreed to a proposition by various German bankers that it pay off 47 percent of all valid claims for restitution and indemnification. Payment will be made only to those who desire to emigrate from Germany, Dr. Hebeda said.

The North Rhine-westphalian Government has halted all indemnification payments to victims of Nazism following the discovery of some fraudulent documents. A spokesman here said that the government has been swindled of some 150,000 Deutschemarks by false claims.
