Lieut Col. Karasov of the Soviet Commission for the Repatriation of Soviet Citizens and War Paisoners, who arrived here this week, announced today that all Soviet citizens and service personnel who were compelled by the Germans to leave their homes, and who, after confinement in Germany or other countries, reached here may return home immediately and do not have to wait for the end of the war.
