Non-governmental agencies have the right to voice criticism of the policies of member states of the United Nations, it was ruled yesterday in the Sub-commission on Prevention of Discrimination and Protection of Minorities. The issue arose when the Soviet Union’s representative in the sub-commission challenged statements made by the spokesman for a non-governmental agency appearing before the body. The sub-commission held that in addressing it, representatives of the non-governmental agencies had the same rights of speech as commission members.
