Rep. Seymour Halpern, New York Republican, appealed today to police officials here to rescind conditional permission to George Rockwell’s American Nazi party to stage a demonstration on August 28 against civil rights.

The appeal was addressed to District of Columbia Police Chief Robert Murray, who had announced that Rockwell’s group and other hate-peddlers could stage a mass demonstration and parade in protest against a planned national Negro civil rights rally if they behaved peacefully. Rep. Halpern said that the police, in approving the rally, was simply “asking for a bloody explosion.”
